Defense Secretary Pete Hegseth announced the FORTRESS America initiative on Sept. 30, establishing a requirement for all U.S. military departments and defense agencies to operate independently for at least 90 days. The plan mandates that each unit maintain sufficient stocks of water, electricity, fuel, and communications equipment to sustain operations without external support.

The directive does not signal an active blackout or an imminent attack. Instead, it serves as a preparedness framework designed to ensure the military can fight and win under any circumstances, including severe cyberattacks. The initiative is organized around five pillars: energy independence, supply-chain resilience, a strategic defense reserve, installation hardening, and resilience in space and spectrum.

Sean Evans, chair and professor of political science at Union University, explained that the strategy responds to a rise in cyber engagements by foreign nations. "We know that more nations are engaging in cyber attacks," Evans said. "We’re concerned about sabotage, so the whole idea is that if something happens that our military will be prepared. They’ll have a 90-day supply of energy. They’ll have back up ammunition."

Social media posts have amplified the plan, often framing the 90-day operational requirement as a national blackout. These viral claims suggest a doomsday scenario is approaching, though experts note the document is a long-term strategic outline rather than an immediate operational order. The focus remains on ensuring defense agencies can function autonomously if standard supply lines are disrupted.
